"Le «génie» d'un despote, ça se diffuse. Le président du Turkménistan, le très autoritaire Saparmourat Niazov, a ainsi envoyé plus de 2000 exemplaires de son livre Roukhnama («Message spirituel» en turkmène) aux grandes bibliothèques dans le monde. «Ces exemplaires de “Roukhnama” imprimés au Turkménistan et traduits en 32 langues ont été envoyés à 1222 bibliothèques de plus de 160 pays du monde», précise le ministère de la Culture.
Le but de cette démarche est «d’initier la communauté mondiale au trésor spirituel du peuple turkmène et (…) aux valeurs prêchées par l’œuvre de génie du Turkmenbachi», ajoute le ministère. Turkmenbachi («Guide de tous les Turkmènes») est le surnom du président.

Niazov a récemment promis que toute personne qui lirait trois fois son ouvrage «irait directement au paradis». Roukhnama, qualifié de «constitution spirituelle» turkmène, a été écrit en 2001 et tiré à plus d’un million d’exemplaires. Il est étudié dans les écoles, et les fonctionnaires sont testés tous les ans sur leur connaissance du livre. Pour trouver un emploi, il faut également faire étalage de sa maîtrise de l’œuvre du Turkmenbachi.

Niazov cumule les postes de chef de l’Etat, de Premier ministre, de commandant suprême de l’armée et de chef du Parti démocratique du Turkménistan, le seul parti autorisé. Le jour de son anniversaire est aussi une fête nationale, celle du drapeau turkmène."

For all purposes, this blog is a multilanguage one, being the Portuguese the basic language, the reason this post is tentatively in English.

All the time, from many years ago, we were told about Cook Islands, but only now we decided to investigate the story of this country of the Pacific Ocean, and it is really interesting for a country with only about 24.000 inhabitants, connected with UK and New Zealand.

The World, by now, with the WWW is really acessible by anyone, in the small details. We can know places and people and give a more humanized relationship that was quite impossible a few decades ago.

There many sources of information about Cook Islands, as we admit, and we have identied these two links that contains all the information about this country, composed by 15 Islands, as we see in the map above.

Reuters LONDON — Chelsea coach Jose Mourinho was delighted with his side’s roaring start to the defence of their Premier League title on Sunday but worried they might not be able to sustain such intensity with three games in a week.

The English champions ran rings around Manchester City at Stamford Bridge to win 3-0.
“We did not play well, we played very well,” the Portuguese coach said following goals from captain John Terry, Frank Lampard and Didier Drogba.

“We were perfect defensively...the quality of our passing game was very, very good. We dominated and we beat a good team. My only doubt now is are we fit enough to play three matches in a week?”

Mourinho has lamented the short time his multinational side, gunning for a third successive title and a European assault, have had to prepare for the season after World Cup duty in June and July and international friendlies last week. He said Germany captain and new signing Michael Ballack, who has been suffering from a hip problem, could be fit for Wednesday’s game at Middlesbrough as could fellow midfielder and World Cup runner-up Claude Makelele.

But Chelsea, who also face Blackburn away next Sunday, will still be without first choice goalkeeper Petr Cech, midfielders Joe Cole and Geremi and defender Robert Huth.

Mourinho said there had even been a doubt before the game over the fitness of Terry, who was injured in training, but that the new England captain was such a “competitive animal” he could not miss the first match of the season.

Striker Andriy Shevchenko, bought in June from AC Milan for $57 million, had a quiet Premier League debut after scoring in last week’s Community Shield.

Mourinho was unperturbed. “He has to score winning goals for us — not when we are 3-0 up,” Mourinho said.

"Saddam Hussein opened his second trial with a show of defiance Monday, refusing to enter a plea on charges of genocide and war crimes connected to his scorched-earth offensive against Kurds nearly two decades ago.

The trial opens a new legal chapter for the ousted Iraqi leader, who once again faces a possible death penalty for the killings of tens of thousands of Kurds during the Iraqi army’s “Operation Anfal” — Arabic for “spoils of war.”

The 1987-88 crackdown was aimed at crushing independence-minded Kurdish militias and clearing all Kurds from the northern region along the border with Iran. Saddam accused the Kurds of helping Iran in its war with Iraq.

Kurdish survivors say many villages were razed and countless young men disappeared.
They also accuse the army of using prohibited mustard gas and nerve agents, but the trial does not deal with the most notorious gassing — the March 1988 attack on Halabja that killed an estimated 5,000 Kurds. That incident will be part of a separate investigation by the Iraqi High Tribunal.

Saddam, wearing a black suit and white shirt, was the first defendant called into the court as the trial’s first session began Monday morning. When Chief Judge Abdullah al-Amiri asked Saddam to identify himself for the record, Saddam retorted: “You know me.”

Al-Amiri said it was the law that defendants had to identify themselves.

Russia pays off its Soviet era debts to the west

"Russia yesterday confirmed it had finished paying off all its debts to western nations dating from the Soviet era, thanks to surging oil prices.Moscow said it had repaid a final chunk of $22.5bn (£11.8bn) and $1.3 bn in servicing costs. The payments were made to 17 creditor countries, known as the Paris Club, over the past week. It has repaid a total of $40bn over the past year.

The repayments took place over the eighth anniversary of the country's huge debt default and rouble crisis back in 1998. The Russian finance ministry said the debt repayment would save the country over $12bn in debt costs until 2020."

"Perelman in an undated photograph MADRID -- A reclusive Russian mathematician won the world's highest honor in the field Tuesday for work toward solving one of history's toughest math problems but he refused to accept the award -- a stunning renunciation of accolades from the top minds in his field.

Grigory Perelman, a 40-year-old native of St. Petersburg, was praised for work in the field known as topology, which studies shapes, and for a breakthrough that might help scientists figure out nothing less than the shape of the universe.

But besides shunning the medal, academic colleagues say he also seems uninterested in a separate, $1 million prize he might be due over his feat: proving a theorem about the nature of multidimensional space that has stumped very smart people for 100 years.

The academic award, called a Fields Medal, was announced at the International Congress of Mathematicians, an event held every four years, this time in Madrid from Aug. 22-30. It is the highest honor in the field of math. Three other mathematicians -- another Russian, a Frenchman and an Australian -- also won Fields honors this year.

They received their awards from Spanish King Juan Carlos to loud applause from delegates to the conference. But Perelman was not present. "I regret that Dr. Perelman has declined to accept the medal," said John Ball, president of the International Mathematical Union, which is holding the convention.

Perelman's work is still under review, but no one has found any serious flaw in it, the union said in a statement. Ball later said he did not interpret Perelman's decision to shun the medal as an insult to the world's top math brains. "I am sure he did not mean it that way. He has his reasons," Ball said, without saying what they might be.

The $1 million prize will be decided in about two years by a private foundation called The Clay Mathematics Institute, located in Cambridge, Massachusetts, after other academics have analyzed Perelman's work.

If his proof stands the test of time, Perelman will win all or part of the prize money. In 2000, the institute announced bounties for seven unresolved, historic math problems, including the one Perelman tackled. Two weeks ago, academics began analyzing Perelman's work, which draws heavily from a technique developed by another mathematician, Richard Hamilton of Columbia University.
The institute said it could be conceivable that they share the money. The riddle Perelman tackled is called the Poincare conjecture, which essentially says that in three dimensions you cannot transform a doughnut shape into a sphere without ripping it, although any shape without a hole can be stretched or shrunk into a sphere.

Perelman is believed to live with his mother in St. Petersburg, but recent efforts to contact him proved fruitless."

At 3 AM a desk clerk at a hotel gets a call from a drunk guy asking what time the bar opens.

"It opens at noon" answers the clerk.

About an hour later he gets a call from the same guy, sounding even drunker.

"What time does the bar open?" he asks.

"Same time as before... Noon." replies the clerk.

Another hour passes and he calls again, plastered "Whatjoo shay the bar opins at?"

The clerk then answers, "It opens at noon, but if you can't wait, I can have room service send something up to you."

Meanwhile, Mr. Olmert says Italy may be ready to take a significant role in the U.N. peacekeeping force. He spoke with Italian Prime Minister Romano Prodi by telephone Sunday. Italy has already approved plans to send as many as 3,000 troops to Lebanon. But it is unclear if it will lead the force.

The United Nations plans to deploy up to 15,000 soldiers to boost a peacekeeping force already in southern Lebanon.

Lebanon has also started deploying the first of 15,000 troops it plans to send to the area."

Letter threatens to blow up Taj Mahal By BISWAJEET BANERJEE, Associated Press

"LUCKNOW, India - Police in northern India have heightened security around the Taj Mahal after receiving a letter threatening to blow up the monument, officials said Friday.

Sandbag bunkers have been set up outside the towering entrance gates leading to the 17th century monument and soldiers belonging to an anti-terrorist squad have been posted on 24-hour duty, said Ashok Kumar, a senior government official in Uttar Pradesh state where the Taj Mahal is located.

Police were investigating a handwritten letter purportedly sent by an al-Qaida supporter, saying the terrorist group planned to carry out blasts at the Taj Mahal.
Police were skeptical about the letter, but had begun investigations, Kumar said Friday.
"Police are verifying the source of the letter," he said. "The letter could be false but we cannot afford to be complacent. We are not taking any chances and have enhanced security at the Taj."
"The letter, signed by someone calling himself Mohammed Mirza and claiming to be associated with the al-Qaida, was received at the office of the superintendent of police in Agra on Thursday," Kumar said.

"The letter said the al-Qaida had plans to carry out blasts at the Taj Mahal and around busy markets of Agra," he said.

Meanwhile, as part of the new security drill, tourists have been warned not to carry any liquids, including bottles of mineral water, to the fabled white marble structure, located in the city of Agra, 130 milesfrom the Indian capital, New Delhi.

At least 100 additional paramilitary soldiers armed with automatic weapons have been posted at strategic points on the outer periphery of the Taj Mahal complex, said a top police officer.
Police have also begun work on a dossier of residents living within 500 meters (yards) radius of the monument, said Dipesh Juneja, superintendent of police in Agra. "This will help the police spot any new entrants or visitors to the area," Juneja said over telephone.

As part of special security arrangements for the monument, the state government has asked the federal civil aviation authorities and India's air force to declare a no-fly zone over a four 2.5-mile radius around the Taj Mahal, said N. C. Bajpei, Uttar Pradesh's topmost official.

The majestic domed monument was built by the Mogul Emperor Shah Jehan between 1632 and 1654 for his favorite wife, Mumtaz Mahal. It houses their graves and a mosque, as well as several other graves of lesser Mogul royalty.

Nearly 2.5 million tourists visited the Taj Mahal last year, according to official estimates."

O PC

O computador pessoal nasceu há 25 anos. Chamava-se "IBM 5150 PC".

Foi em 12 de Agosto de 1981, e nos quatro anos seguintes a IBM vendeu um milhão de máquinas.

Várias marcas apareceram no mercado, e até Portugal teve o seu 'ENER 1000', mas do qual só se chegou a vender 300 unidades. Nasceu em Coimbra, mas não teve pernas para andar.

Contam-se histórias maravilhosas sobre estas marcas cada vez mais potentes até aos dias de hoje. Muitas afirmações foram feitas por entidades credenciadas sobre o que seria e evolução do PC, e muitas delas hoje devem estar arrependidas de as ter afirmado, pois as suas previsões normalmente falharam, com vantagem para o computador e para aqueles que vieram a utilizá-los.

Certamente que ainda há muito para acrescentar ao computador, cada vez mais portátil e de enorme capacidade, mas todos concordam que o seu futuro terá de ser partilhado com o telémóveis e os PDA´s, e talvez outras coisas mais.

Em 2006 já existem 1.000 milhões a funcionar no Mundo e, em Portugal já 50% dos lares dispôem de computador.

Lua

Segundo notícias, o Japão prepara-se para lançar uma missão à Lua para recolha de dados e informações de modo a ocupar o nosso satélite, instalando aí uma base em 2030.

Seria interessante saber o que está estipulado em Direito Espacial para a ocupação de planetas e satélites que por aí à volta e possíveis de ocupar a partir da nossa Terra.

O que define o direito a ocupar, será o primeiro que chegar, como nos descobrimentos da Idade Média, e por isso o que tiver maior capacidade tecnológica e financeira, ou será do género da divisão de África por esquadria.

Um povo hoje pode não ter esssas capacidades, mas não quere dizer que em décadas não venha a agtingir esse escalão. Assistimos depois a lutas para a conquista de espaços mais interessantes.

Será, pois, altura de definir como se irá processar a ocupação da Lua; será em proporção com o território disponível na Terra, em função do número de habitantes, em função do número de centrais nucleraes, do rendimento por habitante. Será, no mínimo, muito complicado, a avaliar pela difculdade patente em conseguir consensos nos mais variados assuntos!

Não obstante encontrarmo-nos em férias, os jornais e revistas não deixam de manter a chama acesa dos assuntos que vão alimentando o público ávido de notícias, enquanto vão torrando nas praias do País, não obstante o uso dos protectores de Alta protecção de 40.

- O P-M está de visita ao Brasil, ali procurando mais valias para Portugal.
- Os contribuintes com dívidas ao fisco devem constar de listas para conhecimento público.

- Na Madeira tal devassa não é permitida, e em contracção, recomdenda-se que os contribuintes mudem para o seu domicílio fiscal para aquela bela Ilha plantada no Atlântico.

- Também devem ser apresentadas listas dos débitos do Estado às empresas do domínio privado. Segundo fiscalistas, aqui o assunto merece uma atenção muito cuidadosa, dada a natureza dessas dívidas.

-Também se sugere, para maior transparência, que igualmente sejam elaboradas listas com subsídios de toda a natureza.

- Os médicos nas Urgências passam a receber menos um terço dos seus honorários habituais.

- A guerra de Israel no Líbano é notícia todos os dias.

-As intenções de paz das várias potências são sempre duvidosas, e vão morrendo civis sem qualquer culpa no cartório para além dos militares de todos os lados.

-A temperatura nas praias do Algarve tem estado excelente.

-Fidel de Castro está em convalescença, e agora a questão é acertar se El Comandante volta ou não ao poder, e daqui para a frente quais vão ser as consequências políticas em Cuba. Como em tudo, depois pelo que Fidel passou, resistiu a 600 tentativas de assassinato; passou por 10 Presidentes dos Estados Unidos, algo terá que acontecer; o líder faz 80 anos no próximo dia 13, e os anos não perdoam.

Falta de ética

"Todos os anos a velocidade nas estradas vitima um avião cheia de crianças"

Para serem válidas, aceites, respeitadas, capazes de atingirem os seus objectivos, qualquer campanha, seja de sensibilização, de vendas ou institucional, tem de ser credível e seguir regras éticas, que não ponham em causa qualquer entidade, marca ou indidíduo, ou crie dúvidas sobre o seu conteúdo e alusões, sejam directas ou indirectas.
De facto é sem dúvida, NO MÍNIMO infeliz, utilizar a comparação acima, quando nem os números são credíveis e, sem respeito pela ética, aponta para os olhos d alvo a atingir a alusão a uma actividade que indirectamente e subsconscientemente é penalizada.
Há pouco tempo também vimos publicidade que chamava a atenção do público que não deveria pagar assinaturas à PT. Concordamos também que, quanto menos despesas melhor, mas apontar directamente para um concorrente as suas armas, sem qualquer pejo nem cerimónia, mostra falta de ética comercial e uma duvidosa maneira de estar no mercado.
Cada qual deve usar as suas próprias armas, é a lei do mercado, não atacando directamente, não sendo usadas leis selvagens que julgávamos já ultrapassadas.

CUBA

Mudança de piloto

Vamos estar de férias por alguns dias, e pensámos sossegar o blog durante esse tempo. Porém a notícia de passagem temporária do poder em Cuba, de Fidel d Castro para seu irmão, Raul de Castro, merece ser registado, pois trata-se de uma grande acontecimento que, à partida, será difícil prever o que virá a seguir.

De facto, temos acompanhado ao longo das décadas o que vai acontecndo naquele País, desde a revolução que derrubou Fulgêncio Batista, até aos nossos dias, e a partir daqui fica-nos a curiosidade da evolução política, embora haja a indicação que a equipa a gerir os ngócios do País seja a mesma.
